refactor(tags): implement CRUD actions for tags 
- Added CreateTag, UpdateTag, and DeleteTag actions.
- Introduced CreateTagInput and UpdateTagInput for input validation.
- Implemented ActionExecutor for executing actions with logging.
- Added tests for all new actions and input validation.
